Digital Transformation Governance

Digital Governance aims to govern and organize TVTC's activities related to digital transformation, contributing to the optimization of available resources, the avoidance of project duplication, and the efficient use of shared platforms.


Digital Transformation Governance includes:

  • Digital Transformation Committees
  • General Framework for Digital Project Governance
  • Representatives of Digital transformation in Directorates and Training Units

Digital Transformation Committees:

The governance of the digital transformation committees at TVTC includes key committees:
- The Supreme Committee
- The Executive Committee

These committees work to support digital transformation efforts and help overcome challenges to ensure the achievement of targeted outcomes and sustainability, while possessing all the necessary powers in this regard



Key Activities of the Digital Transformation Committees​


  • Approval of the work methodology with the Training Directorate to develop TVTC leadership and staff in digital transformation pathways
  • Approval to conduct a study for on the Business Continuity System in TVTC
  • Periodic follow-up on the readiness plan activities related to the UN E-Government Development Index
  • Approval to launch the digital transformation strategy development project


​Membership of the Digital Transformation Directorate in internal and external committees


​Internal Committees:​

  • E-Transactions Committee: Responsible for fulfilling the requirements of TVTC’s participation in national and international competitions concerning government e-transactions
  • Cybersecurity Steering Committee: responsible for ensuring compliance with, providing support for, and monitoring the implementation of cybersecurity programs and regulations
  • Governance Committee: governs policies and procedures across technical directorates


​External Committees​:

UN E-Government Development Index Committee: Responsible for following-up on the index-related activities and updates, reviewing periodic evaluation results, and addressing challenges faced by participating agencies


​Digital Project Governance


The general framework for digital project governance has been developed to achieve advanced levels of maturity in the digital field, aiming at continuous organization and improvement. Digital projects include platforms, smartphone applications, websites across all domains, integration channels, and digital services


The work in the general framework for digital project governance focuses on:

  • Commitment to implementing the policies of the Digital Government Authority
  • Defining roles and organizing integrated work across all sectors
  • Approving the implementation of digital projects and initiatives based on priorities

Digital Project Governance Guideline:

  • The Digital Project Governance Guideline has been prepared to facilitate the easy and convenient submission of digital project applications by TVTC’s sectors
  • The guideline highlights the evaluation criteria and the application form for digital projects

Digital Platforms Governance:

Objectives of Digital Platforms Governance:
  • Organizing TVTC’s digital services
  • Organizing work and integration with the concerned directorates within TVTC
  • Improving the beneficiaries’ experience
  • Compliance with national requirements and directions

- Integrating with technical directorates to meet technical requirements for establishing a digital platform or service

- Alignment with policies derived from the Digital Government Authority to meet the requirements for updating or registering digital platforms or services

- Registering all platforms belonging to TVTC on the Digital Fabric System

- Working on automating digital platform/service request to meet all technical requirements of each directorate, while facilitating the application process for beneficiaries




Representatives of Digital Transformation​



Since digital transformation requires additional enablers to achieve its strategic objectives and ensure inclusivity for all beneficiaries within TVTC, there is a need to assign digital transformation representatives for all directorates and training units. This will create a new opportunity to establish strong relationships and foster integrated collaborative work across all TVTC’s sectors, ensuring joint efforts and the achievement of the intended goals


Tasks of Digital Transformation Representatives:

  • The liaison between the units and the Directorate of Digital Transformation
  • Contributing to the adoption of the digital transformation concept
  • Providing the directorate with documents and reports on the work of supporting directorates
  • Promoting digital transformation culture within directorates and units
