To implement courses, the trainer must be accredited as a training cadre in licensed private sector training facilities or cooperate with them in training on developmental courses.

Foreign investors are allowed to obtain a training license to practice training in the Kingdom of Saudi Arabia, according to the terms and conditions indicated in the rules and executive procedures of the private sector training regulations. ​​

​The system does not allow e-training only. A training license must be created and its programs activated by TVTC. Then, request an approval to implement e-training from the National Center for E-learning https://nelc.gov.sa/ar​

A request of transfer can be submitted to the administration to transfer from a male facility to a female facility or vice versa, and adjust the status of the institute of trainees and employees to match the gender required for the facility, and amend the name in the commercial register - if required - in accordance with that.​​


Training programs vary in formats, levels, and durations. It includes the training diploma, qualifying program, qualifying course, and development course.
Training diploma: a two- to three-year training program.
Qualifying Program: A training program that lasts from one year to less than two years.
Qualifying Course: A training program that lasts from one month to less than a year and has more than (60) sixty hours of training hours.
Development Course: A training program that its duration does not exceed one month and the number of training hours do not exceed sixty hours.​

​Accreditation of training programs is for licensed private sector training facilities and not for trainers.​​

​A decision was issued by His Excellency the Minister of Commerce and Investment to stop training activities under the umbrella of the Council of Saudi Chambers or Chambers of Commerce in the regions, unless it was licensed by the TVTC on 06/21/2020. The chambers of commerce are concerned with the its issued certificates, and the TVTC does not endorse or approve its programs. Contact the Council of Chambers of Commerce ‎@CSC_SA to inquire about the accreditation of its programs.​​

It is allowed for accredited development courses for training facilities that have a training license from TVTC, and with prior approval from the competent department. It is also allowed to train general courses in diploma programs and qualifying programs remotely until the end of the pandemic. Note that from the date of 2-2-1443 AH, the provision of e-training requires obtaining a license from the competent authority, the National Center for E-Learning, for previously licensed programs by TVTC.​​

The certificate granted for a ToT course (training of trainers) is a certificate of attendance, and does not entitle its holder to practice training without a licensed private sector training facility.​​

Note that the license and its full activation goes through two stages:
First: Submitting a request to create a training license through the portal.
Second: Submitting a request to activate training programs for new facilities.

Training begins after submitting a request to activate the training programs and TVTC accredits them. This is after preparing the training building, issuing the municipality license and the Cvil Defense certificate for the building, accrediting the training programs, and providing the administrative and training cadre.​​

 TVTC allows that as long as the contractual relationship is subjected to the regulations of the Ministry of Human Resources and Social Development, and the availability of a suitable environment for women to work in accordance with the aforementioned regulations.​​

The system currently allows the employment of the child of a female citizen as an administrator and not as a manager of a training facility. It also allows the person to be employed as a trainer or technician if the rest of the requirements are met.​​

Providing employees is a fundemental requirement when applying for activiating training programs.​​

The data mentioned in the activity field may not be compatible with the current version, where some updates have been done to it in order to complete the linkage and integration between the TVTC and the Ministry of Commerce in order to facilitate providing electronic services for investors.
Accordingly, you should refer to the Ministry of Commerce to update the ISIC Code to comply with the codes for the activities supervised by TVTC.​

A program activation application form for existing facilities can be requested as shown in the license forms (https://ethaqplus.tvtc.gov.sa/ethaqplus/index.php/s/CFp94MFRMmmQHHp​) submit the form with all its attachments to the administration branch in your area.​

The investor is not allowed to apply for a training license unless he/she has one of the following characteristics:
1- The owner of the establishment
2- Managing Director of the Board of Directors
3- Directors Board Chairman
4- General Manager
Therefore, the ID number and date of birth of the aforementioned investor should be used, and the verification code will be sent to his number registered on “Absher” service.​

The national address service is a service provided by Saudi Post, and we have no control over the national addresses that appear to the customer. Therefore, the customer must verify the national addresses registered with the ID number through the Saudi Postal Service, then add the required address.​​

​Verification of the municipality license number is carried out using the same commercial registration number that was verified when submitting the application (the commercial registration number affixed to the municipality license must be the same commercial registration number with which the application for a training facility license was registered).​

The data of the owners or managers of the commercial registry must be updated if it is not available in the system. This is done through the customer services at the Ministry of Commerce.​​

​The request to activate the programs is the second stage, which includes the accreditation of the programs and equipment and the administrative and training cadre.​

It is an initiative by Technical and Vocational Training Corporation to provide short-term training programs for society to grant them technical and vocational skills that they need in their daily lives, and to spread technical and vocational culture about TVTC training fields.​

The specialised employee at the reception office, after completing the procedures of accepting admitted trainees, requests issuing an ATM bank cards for trainees' stipend. Trainees will be automatically notified with the receiving date, to receive their monthly stipend, immediately after it is deposited into their accounts.​​

A zero interest loan form can be requested from the specialised employee at the reception office to present it to the Guidance and Counseling Office  to discuss the trainee need for this loan. When it is approved, the office will immediately refer it to the secretary of the trainees fund in order to deposite it and determine the appropriate number of installments to deduct it from the monthly stipend.​​

- The trainee must not exceed the regular period (five semesters for diploma and bachelor, and withdrawal is counted among these semesters) 
- The GPA should not be less than 4.75 out of (5) according to the grades entered in the training units system at the end of the semester preceding the candidate’s graduation (only one training semester left before his graduation), and that he has completed the training in a period that falls within the minimum period for staying in the unit and only has the last semester left to graduate.
 - The candidate must be a Saudi or equivalent (to whom a stipend is deposited).
- The trainee must not have been denied or failed in any training course.
- The trainee must not have been issued any disciplinary penalties registered in the training units system.
- The trainee must not be an employee‏ (have an internal scholarship).
- The trainee must not be registered in the evening applied training program. ​


Please contact the Guidance and Counseling Office in the college to inquire about requesting a fee exemption according to the instructions prepared for this matter.​​

The conditions of non-disbursement of stipend:
 - Withdrawn or postponed trainee does not deserve a stipend until the beginning of the next semester.
- the stipend stops when the trainee's cumulative GPA is less than 2,00 out of 5,00. 
- Exceeding the allowed number of semesters (8 semesters). ​

Stipends are deposited into trainees' accounts at the end of each Gregorian month​

Stipend now can be transferred to the trainee's personal bank account, and trainees can add the IBAN to their TVTC account without visiting the training facility. If there is money in the trainee's trainee account, he/she will be directed to the bank, whithdraw the money, and close the account.​​

There is no need to inquire about the ATM bank card (Riyadh Bank) since stipend is transferred directly to the trainee's personal bank account.

According to the colleges regulations and rules, the withdrew or postponed trainee does not deserve a stipend until the beginning of the next term even if the trainee is enrolled in a summer term since it is an optional term.​

It is an initiative of the Technical and Vocational Training Corporation to provide short training programs for community members to provide them with the technical and vocational skills they need in their daily lives and to spread the technical and vocational culture in the TVTC fields.​​

All community members, male and female, aged 15 years and above.​​

The trainee's acquisition of basic skills in these training programs. 
Spreading the vocational culture among the members of the community.
Educating the members of the community on self-reliance to face vocational and technical problems in daily life. 
Reducing dependence on foreign workforce in carrying out maintenance and determining the size of the technical and vocational problem.​

Applicant must be a Saudi citizen or from a Saudi mother.
Applicant must be at least 15 years old. 
Applicant must be medically fit for the training program. 
Pay 100 Saudi Riyals for the program registration fees. 
Bring a copy of personal identification card (ID) with the original for conformity. 
Sign a declaration of commitment to all regulations, conditions and requirements of occupational safety, without breaching them within the training unit and during training.​

Go to the business center portal, the business center website. Select the required program from the home page, and fill out the application form. Pay 100 Saudi Riyals as the registration fee, using debit and credit cards.​​

Community training "Otqen" is provided in several stages, and in each stage there are new training programs. The community members are invited upon the launch of each stage by announcing in the media, social media and text messages to the registrants on the business center portal.​​

Courses and sections are often specified by number according to the capacity of each training unit. The preference will be given to the priority of registration, and the confirmation of it by paying its fees. The rest of the applicants will be in the waiting list until the initiative training reopens for the other stages.​​

There will be, God’s willing, other stages of training to come.​​

1. The owner of the facility submits an application for an endorsement of a work visit visa, attaching the following:
 • A work visit visa form for the purpose of training available on the Ministry of Foreign Affairs website.
 • A copy of the educational qualification accredited by the competent authorities in the Arabic language or translated by an accredited translation office.
 • A copy of the trainer's passport.
 • CV in Arabic, including certificates of experience or professional certificates in the field in which training is required.
 2. The qualification of the trainer corresponds to the field of the courses to be held.
 3. The field of the course shall be accredited by the facility.
 4. The trainer's qualification is not less than a Bachelor's degree with a good grade in the required field, and those who have newly issued professional certificates of no more than five years or training experience of not less than three years in the required training field are excluded from the rating.
 5. The age of the trainer must not be less than twenty-five years and not more than sixty-five years.
 6. The required visa period does not exceed (90) days.

 With the obligation of not enabling the trainer to work for others or assigning him/her to work on something other than the training, and the institution has the right to refuse as required by the interest of the work.​

Suspension of supervision is a procedure issued to urge the licensed training facility to comply with the regulations while banning it from registering new trainees during the suspension phase. Once the causes of the suspension procedure are avoided, the suspension is lifted. ​​

A notice is a procedure issued to urge the licensed training facility to comply with the regulations while allowing it to register new trainees during the notification phase. Once the causes of the notice procedure are avoided, the notification is lifted. ​​

A warning is a procedure issued to urge the licensed training facility to comply with the regulations while allowing it to register new trainees during the warning phase. Once the causes of the warning procedure are avoided, the warning is lifted. ​​

A warning is a letter sent as a result of a violation that requires a warning or a notice. Therefore, it is possible to register in a facility of that kind.​​

According to the executive rules and procedures of the training regulations in the private sector training facilities. Rule (28) Legal disputes: Legal disputes that arise between training facilities and any of their employees or trainees are within the jurisdiction of the competent authorities and courts.​​

Training practiced by government entities or under its umbrella, such as universities / Institute of Public Administration / Human Resources Development Fund (HRDF)....etc is subjected legally to its responsibility, and is not subjected to the supervision of the TVTC, unlike training provided by non-governmemt entities, as it requires obtaining a training license. When it is proven that the practice of training is for the public, it will be filed as a violation of the competent authorities.​​

Apply to the competent authorities and courts according to the law, given that the body is not subjected to the supervision of TVTC because it did not obtain a training license. When it is proven that the practice of training is for the public, it will be filed as a violation of the competent authorities.​​

​The training certificate and record are issued by the training facility. The certificates of the development courses are electronic, and the trainee can print them from Manar platform via the following link: https://mnar.sa/#landing-contact-us-section​​​

It is allowed to retake the test to improve the grade only in the case of obtaining an acceptable grade. After agreeing on canceling the previous result, a request to re-test is submitted to the training facility.​

Apply to the training facility with a request to review the test, noting that the fee for the service of reviewing the correction of the test paper is (100) riyals, which will be refunded in the event that an error is proven in the correction.​​

The comprehensive test continues throughout the training year, and registration is done by the training facility.​

The procdure below should be followed in the case of loosing a certificate:
Announce about the loss of the certificate. ‏
Fill out the application form for the issuance of a replacement certificate and submit it to the institute.
The institute issues the certificate according to the approved form when issuing a replacement certificate (written as a replacement for a lost one). To endorse the certificate by the institution, the certification fees of 50 riyals must be paid for qualifying and development courses, and 100 riyals for the diploma and qualifying program (50 riyals for the certificate + 50 for the academic record).​

It is a service that grants the trainer accreditation from the Technical and Vocational Training Corporation, authorizing him to provide developmental courses approved by the TVTC in specific fields through private training facilities licensed and approved for courses.​​

The accredited Trainer is an initiative within the framework of the Technical and Vocational Training Corporation's endeavor to improve the training environment and contribute to controlling and organizing the private sector training market and raising its quality, which is concerned with qualified trainers to grant them accredited certificates to practice training. It should be noted that training is limited only to approved developmental courses, and under the umbrella of private sector training facilities licensed by the TVTC.​​

A development course is a training program that lasts no more than one month and has no more than sixty hours of training.​​

The trainer is allowed to choose only two fields or one field, one of which the training activity is limited to and specified in his card.​​

This license allows its owner to provide developmental courses approved by the TVTC through private training facilities licensed and accredited for the course. The search service in the Accredited Trainer Portal allows the investor to communicate with the accredited trainers in the areas it wishes to provide. The license will enable the accredited trainer in the future to obtain information about the training activity in general, and developments in this aspect by joining the network of trainers documented by the TVTC. ​​

To be a Saudi national. To have a bachelor's degree, or its equivalent, or a diploma with experience of not less than two years, unless the training is for professions or trades that do not require a qualification to perform. A healthy fitness and the ability to carry out training according to special arrangements. Thus, the license is approved within their field of specialization, according to their accredited academic qualifications, unless they have experience documented by an official authority, after the approval of the TVTC Passing professional competency tests or personal interviews determined by the TVTC if it deems it is necessary, and the TVTC has the right to assign that to authorities it deems appropriate. Be of good conduct and behavior, and has never been sentenced to a penalty for a crime involving moral turpitude or dishonesty, unless he/she has been rehabilitated, and he/she has not previously been disciplinarily dismissed from public service or removed from the field of education or training for disciplinary reasons. The applications of applicants are subject to stages of screening, scrutiny, eligibility verification, and quality control to maintain the credibility and value of the "Accredited Trainer License" as well as to preserve the applicants themselves.​​

The validity of the license is two years from the date of its issuance.​​

The applicant must have a bachelor's degree or its equivalent, or a diploma with at least two years of experience.​​

The service does not provide any training for applicants, as the license is granted to qualified trainers.​​

The certificate granted for a ToT course (training of trainers) is a certificate of attendance, not an accredited trainer's license.​​

Teaching English is under the supervision of the Ministry of Education.​​

Upon completion of the application, you will receive a text message and e-mail stating that your request has been received with the number *******. You can follow up on the status of the application by logging in to your account in the service, then the list of applications to display your application with the current status (under construction, under action, approved, rejected). And if the application is approved or rejected, you will receive a message to that effect. And in the event of approval, you can print the credential by entering the service.​​

Make sure to open the application and click Next to save the modifications until you reach the payment tab and submit the application again, noting that this procedure does not require payment of fees again.​​

You can record a virtual lecture without trainees for the purpose of accreditation, provided that a video with clear sound and image is attached showing the face, physical fitness, senses wellness, clarification of the training topic, your training skills and the necessary training methods for a period of not less than five minutes.​​

There is no personal interview, and the aim of the video is to assess the trainer's skills in how to present a scientific content that enables them to bypass attending a personal interview.​​

Attaching a personal photo is mandatory for accepting the application, matching it, and printing the card, noting that the application will pass through a women's committee designated for that purpose.​​

Attaching a video with a clear sound and image, showing the face, physical fitness, senses wellness, clarification of the training topic, your training skills, and the necessary training methods are mandatory for accepting the application; The request goes through a women's committee that has been designated for that purpose.​​

Experience is an official document approved by a governmental or private sector entity that proves the practice of training activity, and includes all details related to the period of work of the trainer and the entity.​​

Training courses obtained from licensed training facilities in the Kingdom of Saudi Arabia.​​
