E-participation is integral to TVTC’s decision-making process and the formulation of future policies. TVTC benefits from various online contributions, including but not limited to opinion surveys, social media engagement, and feedback from complaints. TVTC reviews and follows up on these contributions before publication to ensure the utmost transparency, foster constructive dialogue, and achieve desired goals. This process enables the organization to evaluate the suitability of its decisions for stakeholders and to review, amend, and improve policies as necessary.
This document seeks to enhance community participation and interaction in support of goals aligned with the Kingdom’s Vision 2030. It promotes the facilitation of communication channels between the government and private sectors, as well as beneficiaries, by encouraging interaction, considering diverse opinions, and understanding different perspectives.
National Guidelines for E-Participation:
Based on the Royal Court’s Circular No. (70701), dated 13/11/1443 AH, the Digital Government Authority prepared the “E-Participation Controls,” which aim to enhance community participation across the Kingdom.
Organizational Responsibility for E-Participation within TVTC:
The Digital Transformation Office is responsible for overseeing E-Participation initiatives. A public opinion survey is developed in accordance with the needs of each department.

Scope:
TVTC’s electronic channels—including websites, platforms, mobile applications, email, call centers, social media, and other digital tools—facilitate active participation and interaction between TVTC and its beneficiaries.

Regulations and Procedures:
Participation and interaction on TVTC platforms contribute to decision-making and service quality. While TVTC commits to publishing the outcomes of these contributions, it is not obligated to do so. E-participation in decision-making follows standardized stages, though TVTC reserves the right to modify, accelerate, or omit certain stages based on the specific issue. These stages include:
1. Proposing a Topic:
TVTC introduces a topic and invites e-participation through available platforms, clearly defining the subject, objectives, timeline, methods of engagement, and target audience.
2. Collecting Opinions and Contributions:
After the participation period ends, TVTC gathers constructive input and classifies it to aid in decision-making.
3. Analysis:
Contributions are sorted and analyzed to inform decisions and shape policies.
4. Announcement and Publication:
The outcomes of the participation process, including responses to key contributions, are announced through appropriate platforms.
5. Archiving:
Once decisions are announced, TVTC archives all relevant documents and prepares a report on the entire process, including justifications, policies, decisions made, obstacles faced, and recommendations.
